D’ici 2030, une liaison ferroviaire doit relier Tallinn, la capitale de l’Estonie, à Varsovie, en Pologne. Sur le papier, l’objectif paraît assez simple. En réalité, le maillon faible du projet Rail Baltica semble désormais être la section lettone, où une gestion chaotique du projet a conduit à une situation dans laquelle l’argent est, de fait, épuisé.
